The phrase "tufting gun" appears in Schauer's US3142276 (filed 1962, granted 1964), which also says hand guns "have been used for some time", and "handheld tufting gun" in Mueller's US3389667 (Bigelow-Sanford, 1968). "Tufting tool" as an exact phrase was not found before 1970.
